The collapse of the Somali state can be blamed entirely on the Ethiopian backed rebels groups like USC, SSDF and SNM. None of these groups sought compromise or attempted to rebuilt the Somali state after Barre fled but instead resorted to infighting while continuing to accept Ethiopian and later, CIA support. To say Somalia was imprisoned by Barre when he was the one who fought hard to keep the country together is an inacurrate assessment.
30 years later and none of Barre's successors managed accomplish half of what he did. Somalia's literacy rate, GDP per capita, key infastructure and of course, internal stability are all vastly lower than what it was under the Kacaan
